For that laptop I would stick with 8, and if you like 8, even better! Windows 10 is a pig, and is not good on old hardware, laptops especially. Some laptops fair better than others, and some require an SSD IMO. Windows 10 is a big PITA!

You haven't told us much, are you using Ethernet or Wifi? And what is the exact device? Many laptops come with cheap Wifi Cards but that don't explain why you would get good speed then all of a sudden not. Maybe you were on Ethernet, then Wifi, but again don't explain why you are now down to...
