Yeah, you could create a new local account just to see if the Store would open or not, but you would need to ne signed in to the Store to be able to download and install any apps from the Store though.

As a test, create a new local administrator account to see if it may work while signed in to it. The guest account will not be able to do anything in the store anyways.
