Ok, now the stuff has hit the fan. Excel opens and then closes with "a problem has caused the program to stop working". I re-installed Office 2013 but it still happens. Is Win8.1 crashing?

First, Office has nothing to do with Windows.
Second, my friend, you're not editing the active profile but another that isn't the current one.
In the main Power Options window edit the profile with the radio button not the one with bold type.
