Scannow and DISM are not items to be an operation of Run. They are run in Command Prompt. Did you follow the linked tutorials?
You may want to refresh to an earlier time. That will be less time than reinstall from the OEM partition.
Thanks but this didn't work either, i.e still flashes on and off when i click on it.Not unfixable.
