Windows 8.1 Wifi showing "limited" or "No Internet Access"

I need help with something. I am using a Verizon wireless router and I am getting the limited thing constantly. It seems that only my computer is going limited, even though everyone else is have some kind of WiFi related problem. Any feedback?

Sudden limited wifi

I'm also running Windows 8.1 and I had no wifi connection issues until today. I have tried rebooting my modem, turning it off for a few minutes and back on, flushing my dns, socket resets, restarting my PC multiple times. Nothing seems to work.

I sometimes use Astrill and after running my dns flush batch file I notice that although dns successfully flushed, I get this message as well:

No operation can be performed on Astrill SSL VPN while it has its media disconnected.

No operation can be performed on Local Area Network Connection* 4 while it has its media disconnected

Is it possible that my ISP is blocking my wifi due to the use of Astrill?

I have no problems getting on the wifi with my wife's laptop. Only my laptop has the issue? I have run Avast and found no threats?

I just tried rebooting in safe mode with networking and I can now access wifi. Unlike most people that experience this shortly after the Windows 8.1 update, I noticed it after installing Wireshark. I assume my system might have been compromised?
