Update:

I was mistaken; after trying to install KB2975719 several times without success, I resorted to 'hiding' it when it appeared at 'checking for updates', however, when I went to restore hidden updates it was gone.
Yet, when I checked in 'View update history', it was listed there but not listed in 'Installed Updates', (or the other way around, I can't remember; the latter makes more sense, but anyway...)
... the taskbar issue persisted!

However, I've just finished a completely clean install with everything up to date, no updates pending, and KB2975719 is no where to be found and the taskbar glitch seems to be resolved! :)

Still checking stuff, will keep you posted! (*fingers crossed*) ;)

I do believe Failed updates will be listed in your update history, but because they failed to install they won't be listed in the Installed updates. Make sense?

I just undid my uninstall by going back to the restore point I created before uninstalling it. I have no issues at all, at least non that I know of. I'm thinking with KB2975719 installed I may be able to give better support to questions etc.

If I remember correctly, it did say 'Succeeded' in update History but wasn't listed in Installed Updates.
I took screenshots but lost them with the fresh install!

All is working properly so far! ;)

(EDIT: Now my kernel version is back to 17085)

This problem was the cause of a 'slippery slope' situation for me. Uninstalling KB2975719 certainly didn't rectify matters. It's a long story as to why this eventually lead to reinstalling Windows 8.1 (have a full installation disk with this version on it). However, having done it and installed all available Windows Updates (apart from the 'browser choice' one), there is now no problem with the Taskbar.

KB2975719 was not part of Windows Update when updating after reinstallation, so it certainly seems to have been the culprit. A pity that just uninstalling the update didn't bring back the correct behaviour of the Taskbar.

Got a nice clean new installation now anyway. :)

I installed all of the updates and the optional update today (Windows 8.1) and the taskbar does not appear anymore on my start screen. I wonder if there are any other fixes or if there are any new 'features' good or bad?
