well there isnt a message like that. and there is no way for me to do a factory reset that i can find without being able to use the computer past the bios.

So it just goes right into the BIOS? Something isn't right with your BIOS settings if it isn't even trying to boot from something in the boot devices list?

i could just buy a disc. and use another computer to download it onto and then move it over to that computer.
when it goes to the bios ,I would then go to the section that says set bios defaults click that and exit saving changes

Yes, definitely try this. If that doesn't work maybe try rearranging the boot order like DVD drive first then hard drive.

maybe uefi bios is different ,I actually have never been in a uefi bios screen ,show how old my customers computers are ,and my own .lol
how about i just kill the computer and get a new one. problem solved.
