Yep, agreed with Kari
Just using your local account doesn't mean that you always have to re-authenticate everytime you want to using Win Store. I never use my Live ID to get login into my PC, and just like Kari explain, when you want to download apps from Win Store for the first time, it ask for your Live ID, and just that. I never asked to enter my ID anymore. So generally speaking, it does store your cookies.
And Ray, have you try it by yourself??
