Latest AMD Catalyst Graphics Driver for Windows 8

Hello,
Its been a month since I last posted. And, though, I had stated that my problem got resolved, it, apparently hadn't. Even after installing (clean install) AMD Radeon Software Versions 16.12.1 , 16.12.2 and now the latest 17.1.1 individually, I am still facing the same problem that my display stays off (not in sleep mode) after 5 minutes (or whatever time limit I set under "Power Options") of inactivity. I have to force shut down the system and restart it to get back to normalcy.
The AMD Developer Forums community gave me a solution which also proved fruitless. It was as follows:-

You can try to Uninstall all AMD software and clean your system in safe mode by DDU program and reinstall 16.12.2
If it doesn't help:
1.Use 16.11.5 for now. 16.12.x is unstable and has too many problems
2.Or set "turn off the display " to "never" for better times and don't use "sleep mode"

According to the AMD site, these drivers are NOT available for Win8.1 (for the R7 200 series card), but only for Win7 and Win10. For Win8.1, they still show the 17.7.1 drivers.

Update: It appears that AMD has simply STOPPED supporting Win8x with their ReLive drivers, as their webpage no longer has links to newer driver versions for Win8x.

So, for ReLive v17.9.1, I tried installing the Win10 drivers -- but it errored out saying it could not detect the hardware.

I also tried installing the Win7 drivers, and while that initially appeared to work, it did not install the Radeon settings.

So, it looks like Win8.1 is being forgotten by AMD, now.

starting with this version (17.1.1), certain AMD APUs like the AMD Radeon HD 8400 (R3) Graphics [as featured on my dad's Toshiba C55Dt based Win8.1 laptop] series are no longer supported by this Win8.x driver as I found out the hard way. Only the Win7 & Win10 versions of the 17.x AMD Radeon Crimson driver packages continue to support certain older AMD APUs like the Radeon HD 8400.

the latest Win8.1 based AMD Catalyst driver that I can use on the Toshiba laptop using AMD Radeon HD8400 graphics is v16.12.2.
