You are great sir. You have solved my issue. intel gpu now shows maximum 78C(75C average) and nvidia gpu shows 71-72C at maximum. and all of this was measured in a non-AC room.
HWinfo64 shows that it has reduced my clock speed from ~3.4GHZ to ~1.9GHZ. Laptop doesn't feel hot at all.
-none of my power plans showed the processor state option.
-yes i checked that "change settings that are currently unavailable" option but it doesn't show anything.
I have a few additional questions...
1- Is it okay to delete the cooler.pow(its on the desktop)
2- I think I am getting better FPS in games. Is it possible?
3(edited)- now as the issue is solved, can you tell me if this "overheating" issue was normal with my laptop, or is there something wrong with my laptop? should i still be worried about overheating?
4- does the cooler.pow disables turbo boost?
Edit- yes i can confirm (2). now i can play wwe 2k15 in very high settings. previously i was playing it with minimum settings.(well the game is not properly optimized)
tested another game- assassins creed unity. same fps as before.

i found the issue. it was not the cpu using higher clocks, but the gpu.
i did so by comparing cooler.pow with my power plan. i found that ...in cooler.pow, the settings "intel graphics settings>intel graphics power plan> was set to
plugged in: balanced
on battery: balanced
the same settings in the power plan i use(power4gear high performance) was set to..
plugged in: maximum performance
on battery: maximum performance
so i set power4gear high performance's intel graphics settings to same as that of cooler.pow.
then i ran games on both power plans. the cpu clock rate in cooler.pow was ~1.9GHz; while in power4gear high performance it was ~3.2GHz. both power plans showed maximum ~78C for both nvidia(~1100MHz) and Intel gpu(600 MHz).
but when i changed "power4gear high performance" intel graphics plan to default(i.e. maximum performance for intel gpu), the intel gpu got 1200MHz and became 95C hot.
