Folder Options All greyed out

I have tried all the steps in Blink's tutorial on this in another thread but to no avail. No matter what folder I open Folder Options is greyed out. Even going through Control Panel/Folder Options/View "Apply to Folders" is greyed out. Any suggestions. Using Windows 8.1

Thanks for the prompt reply. As I mentioned, I had tried all your solutions in the answer you just sent from the old thread.
For instance, I opened c:/users/bill/pictures, made some changes but options greyed out. Tried another step by going through the control panel/folder options/view. Apply to Folders greyed out. No matter what folder I open it is greyed out. As per your info I am not trying to do it in Library or Computer. Stumped.
 
If you are in a library, then that would be one reason why it's grayed out.

You'll need to directly open the folder (ex: "c:/users/bill/pictures"), then click on the Options button in the ribbon of the same "pictures" window like below.

Try this :

1. Windows key + R > type regedit
2. Navigate to the following key > HKEY_CURRENT_USER\Software\Microsoft\Windows\Current Version\Policies\Explorer
3. In the right-side pane, check whether a DWORD value named NoFolderOptions exists or not? If it exists, delete it.
4. Navigate to this key and do the same > HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Current Version\Policies\Explorer
5. Delete the NoFolderOptions DWORD if it exists.
6. Restart

If you don't have these particular values, are you using Windows 8.1 Pro? What account type are you using, Administrator or Standard?

Are you using an AV program? Some free AV programs have been known to disable folder options....AVG in particular
 
Um ... tottieon said I am not trying to do it in Library or Computer.

Are you clicking on the Options button at the far right of the View tab in the Folder ribbon like Brink shows?
 
OK guys:

Brink: As I mentioned I am not doing this in Library or Computer. I amin the PICTURES FOLDER as per your example. The OPTIONS button on the far right of the ribbon is greyed out. Same in any other folder that I choose!

Lastof: I don't have these particular values in the registry. I am using 8.1 standard and I am the administrator.

In that case, I can only suggest to see if doing a system restore using a restore point dated before your Folder Options were grayed out may be able to undo and fix it.
