There is a ton of Toshiba bloatware. I would get rid of anything not necessary. Wild Tangent games gave me fits on another machine I had. There is a lot of Adobe programs, 2 readers. Norton is a known cause of problems. Driver Magician?
Check the startup programs. Nothing needs to run at startup except the AV, which should be MSE, at least for a trial. Uninstall Norton and then use the Norton Removal Utility https://support.norton.com/sp/en/us/home/current/solutions/kb20080710133834EN_EndUserProfile_en_us .
I know a lot of people use it, but Apple Software causes some people a lot of problems.
BTW, I know you use it, but I use ESET Smart Security, when I installed Unchecky, ESET went crazy. I had to disable the AV just to install it. Then when I turned it back on, ESET immediately quarantined it. I did send it in for a submission so they will check it for a false positive.
I know you said that you removed Google Drive, But Google, Firefox, Apple and Norton and Adobe (if you let it run at startup) seem to cause a lot of background activity.
What have you got there? Why do you get the message the the file is not a Microsoft file?
Simrick, try running this command again, Dism /Online /Cleanup-Image /StartComponentCleanup
If that fails, mount your ISO file and run Dism /Online /Cleanup-Image /StartComponentCleanup /Source:esd:E:\Sources\Install.esd:1 /limitaccess
Just make sure the path is correct.
