Something is extremely wrong if you cannot set this. Try setting your UAC down to the lowest level at "Control Panel\User Accounts and Family Safety\User Accounts".
Don't try to change the program, just remove the association to Notepad. If the Control Panel interface won't let you do it, Open Regedit and look for all instances of ".bat" and remove ONLY the references to Notepad.exe.
As far as "Sync your Settings" goes, that has no bearing on it, I already checked.
You should be able to take any BAT file you made and just change the extension to CMD if you simply cannot use BAT files.
You can always try something like this:
Advanced BAT to EXE Converter - Freeware compile batch files to exe with Mouse Input
Pump one of your BAT files into that, and see if it makes an EXE that works.
Actually, I just tried that with one of mine, and it made a perfectly working EXE file, so give it a try. You can even build the EXE from a BAT right in the Program.
It's a free program but you can buy a Pro version of it.
