Picture upload issue

I'm stumped. I'm going to see if I can get some of the other folks here to take a look at this.

Edit: Has to be a problem with Windows Photo Viewer then it seems.

Thanks Rich but don't spin your wheels just on my behalf. At least I now know I have a couple of options.
Still really puzzled though why 7 and not 8.

I wonder....

To me it almost looks like you are trying to rotate the canvas rather than the whole picture. Some image editing programs have the option to do that seperately. Make sure you are using a rotate image option and select the whole image. Could it have to do with a layer issue maybe? Not sure, Im really not good with image editing.

What I would suggest is if you havent already, try doing it within Paint.NET and see what kind of results you get. If that fails.... then I have no idea other than it may have to do with the image in and of itself.

Ok, sorry, but I have no idea what you are saying about canvas vs whole picture.
To recap, I do exactly the same thing in 8 & 10 that I have always done in 7. That is, right click the image, rotate 90* CW, upload.
7 and 8 are both WPV while 10 is, I think, PV or something. Anyway disregard 10 for now.
7 works, 8 doesn't.
8 works with Office Picture Manager but not Paint.
