Nothing really suspicious here, right?You could start by disabling all startup programs in Task Manager, Startup tab.
Ok, did this with W10 and only Bit Defender AV is running so disabled it.use the Services tab of msconfig (Windows Key + R, type msconfig and press Enter).
Check the Hide all Microsoft services box, record all that currently start, then Disable All.
Reboot and see if rotate works. If yes, use the above to start enabling them a few at a time until the problem returns then you will know the cause.
I'll try anything at this point but I don't quite see how BD would interfere with 8 and not 7Might want to uninstall Bit Defender then test. A lot of times disabling doesn't disable everything. Reinstall the latest version once done testing or stay with Windows Defender;

Does it still rotate correctly if you boot to Safe Mode or was that a fluke?
Same result.One last thought. What if you move the pics off the Desktop into a work folder under Documents? Do you get the same problem?
