I don't know quite honestly. One on hand, there is a new interface, the Start Screen; on the other, Windows 7 minus the Start button. There have been a few screenshot leaks of a post-Consumer Preview build, and from what I gather, nothing is being improved to the Desktop to make it STAND OUT as Windows 8. An average person seeing someone use a laptop or desktop or a tablet in the Desktop would figure it's Windows 7 until they go the Start Screen.
To me, if the Desktop isn't improved, I don't find a whole lot to make an upgrade from 7 to 8.
I also think if the Desktop doesn't scrap a lot of the older Aero design of 7 and vista, it'll clash even further with Metro design. The Desktop MUST be designed with the Metro design principles that the Start Screen was built with: clean lines, modern, simple, and digitally authentic. As of now with the Consumer Preview and some screenshots, this is not true.
I hope to see by the end with the Release Candidate, I'm proven wrong. Until then....
