Not sure if I can explain this well enough but here goes.
I take pictures on a Galaxy S3.
I post pictures to a forum.
Before posting, I download them to PC.
Pictures taken in the vertical (portrait) mode need to be rotated 90* clockwise to appear in the right orientation on the forum.
Windows 7 completes this rotation function without a hitch.
Here's the problem...
When I use windows 8 or 10, the rotation step, in any direction, does not work so the picture always posts sideways.
Don't blame the forum, W7 and Mac accomplish the task just fine .
