A few things to check:
1. Double check in the right pane at the locations below in Group Policy (gpedit) to make sure that they are all set to "Not Configured".
Computer Configuration -> Administrative Templates -> Windows Components -> Windows Defender
2. Go to the locations below in regedit to see if you have a Windows Defender subkey under Microsoft. If you do, then delete the Windows Defender key, and restart the computer.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft
HKEY_CURRENT_USER\Software\Policies\Microsoft
3. Make sure that the Windows Defender Service is set to Automatic and Started (running).
4. If the Windows Defender Service is missing, or you cannot change the settings for it, then download and merge the .reg file for the listed Windows Defender Service in the tutorial below. Afterwards, restart the computer. This will restore the default registry entries and settings for the Windows Defender Service.
Afterwards see if you are able to turn on real-time protection and clear your history.

What i did was to open gpedit.msc from run.. Went to Computer Configuration -> Administrative Templates -> Windows Components -> Windows Defender
From that i selected turn off windows defender.. Edited that from "not configured" to "enable".. and then to "disable".. and now its solved the error

Do you have a 3rd party AV program installed?
If so, then that would be why you are unable to turn on Windows Defender. Windows Defender is disabled by default when a 3rd party AV program is installed since it's not recommended to have more than 1 installed or enabled at the same time.
Can't seem to turn WD off, even from account with admin privileges. I tried doing this from services.msc. Can't change anything.To be safe, do a full scan of your system at boot with Windows Defender Offline to help make sure that your system is clean.
If it comes back clean, then you might see if doing a system restore using a restore point dated before this happened may be able to undo and fix it for you.

Not quite willing to go that far....yet. After all, this is just real time protection. I can always install a 3rd party program *that works*.If you mean refreshing Windows 8, then be sure to back up anything that you do not want to lose first to be safe. After a refresh, you would need to reinstall all desktop programs.
Done. No infection, no change.It sounds like your system may be infected. Were you able to do a full scan of your system at boot with Windows Defender Offline to see what it reports?
You may need to create it on another computer to boot from on your computer if you are unable to create it on your computer.
