I've read that 32-bit OS is being phased out for awhile now. So I've been careful of motherboards or computers I compare and recommend for friends at least support 64-bit OS. As well as capable of increasing memory to at least 8GB memory.
Also read that options in future will be 64-bit or 128-bit. Even if they go that route, we know they will support 32-bit for awhile.

That's not true in the slightest. Windows RT can be either 32 or 64 bit. Metro apps are similar to Java and .Net apps in that they are compiled to byte-code and then can be recompiled on the runtime to target the specific platform (32 bit, 64 bit, arm, x86, ppc, whatever).
In fact, if you look in task manager on a 64 bit system, and run various Metro apps, you can see that some are 32 bit, and some are 64 bit. For instance, most apps that ship with Windows 8 are 64 bit, like Mail or Messenger. Many 3rd party apps are 32 bit, but some are 64.. like Neflix, for instance.

and look up windows 12-bit OS on google. Some articles definetly mention 8 being last 32-bit OS.
