I tried pressing ctrl alt delete and I turned if off and on again it didn't work. I have searched online and I don't know what wrong. I can't click on anything so I don't know what to do. does anyone have any ideas. It would be very helpful.

Please add a screenshot of where its stuck.

Try method 2 here first, as may be corrupted files or conflicting software as installed Avast this when it occurred.
Then if does not work try method 4, that does not then try methods 5 and 6 of this article.

I can't do these as it won't let me go to any settings or type anything in as there is no option to it just keeps on the screen. I have tried pressing f8 and shift and I have tried ctrl alt delete, nothing works

Try this too

Note: If ALT+CTRL+DELdoes not work, restart your system, hold SHIFT key and keep pressing F8 key before Windows starts up to reach Windows Startup Settings screen

When PC is booting at BIOS logo screen.

Have a Windows 8.1 disc or USB Recovery drive made ?

Pressing shift f8 didn't work and how do I have a disk made.

Might of been from windows updates taking long to complete and you shutdown PC in Process, sometimes when you do too many at a time some PC can take longer, seen other posts here with same issue.

All methods not workin, sure Ctrl+Alt+del not bringing up anything ? Windows 8 pre-installed on system ?
Have no Disc for Windows 8 ? USB Recovery media is something you make in control panel for issue when PC does not boot properly and for issues similar to this get to recovery options.

It wont allow you to start safe mode from shift f8, and nothing comes up when ctrl alt del , it's just windows, this is so frustrating I cannot access my computer, it's an Asus, laptop. Windows 8 ruined it. I tried booting disk and worked once

Need make and model of yours and did it originally come with Windows 8 or 8.1 ?

Before going to bed try--

Shut it off.
Unplug it.
Hold power button to discharge capacitors.
Plug it back in & press power button to start it.
Let it run all night.
If it is not running after after you wake up 8 hours later something is very wrong.

Then maybe use another computer to download an iso & reinstall your os.
Or use factory recovery disks if you have them.
Others may offer better advice. :)
