Windows 8 nor BIOS boots

Can I do this on my phone because that's the only device I can use right now.

It should be doable on that. You may have to adjust a bit due to the different menu's etc on 7 versus 8. You need to know what version of 8 to download, Core Pro or SL, it needs to match what's installed now. If it's a factory OEM install the product code should be embedded in the BIOS. The install media will read it out automatically without you needing to know what it is.

The computer originally came In 8 but I upgraded to 8.1 which one would I get

You'll eventually end up here, Create installation media for Windows 8.1 - Windows Help. That will get you Windows 8.1 install media that will use your windows 8.0 OEM embedded key. No point in installing 8 and updating to 8.1 if you can go right to 8.1. This is going to break your factory recovery feature, just so you know. It's broken anyway but won't work for sure after you clean install. My laptop came with Windows 8.0 OEM install. I removed all the partitions and did a clean install on it.

All of those tell me that when I am going to install the new media I have to use windows features. How am I going to do that without access to my bios or windows

Not sure what you mean? The Media Creation Tool will let you create a bootable thumb drive. Assuming it works in Windows 7. Once you have that you boot from it and the install runs from it. You will need BIOS access to set your BIOS to boot from the thumb drive, then on the first reboot set it back to the hard drive. If it's UEFI BIOS the entry will be Windows Boot Manager on.... You had access to your BIOS a couple of posts ago.

You can use you windows 7 PC

Boot the messed up PC from the setup media and follow the prompts to install windows on your C drive..

We can deal with any un-needed partitions later..
