Solved Windows 8.1 Won't Format Flash Drive

This flash drive wont format when I right click and choose format as nothing happens when I do so. I have another flash drive that Windows wont even recognize at all. This is very frustarting and I can't figure out what steps I may be missing in order to get this thing to work. I have tried shutting my PC down and then plugging in the flash drive, then turning it back on to no avail.

Which drive are you referring to? Surely not M: according to size. Have you tried format command through elevated command prompt?

I don't have any blank CD-ROM's around to use for the GParted. This thing is more complicated than I expected. :D
The reason I needed the flash drive was to copy a file onto it in order to transfer that said file unto my car stereo deck in order to update the firmware. I recently discovered that there was a way to transfer that file to the car deck without using a flash drive so it turns out I don't need this flash drive after all. Thank you to all who responded with tips/pointers regarding this issue. I'm all set now but your efforts to help are appreciated.
