Windows 8.1 Pro x64 Update error 8024402F

Hello all:
Recently I had quite the go at the PC in my specs description. I'm getting ready to sell it, and the customer wanted 8.1 installed. I've managed to get it installed, and bypassed the activation errors I was getting by using the phone activation process, however, I am unable to update Windows.
I ran he MS troubleshooter for Windows Updates, and it said that it fixed the issues, but as we all know, those FixIt's rarely work. I get Error 8024402F, and I've not found any way around it.

Troubleshooting so far:

1) Disabled Windows Firewall
2) Attempted to rename the SoftwareDistribution folder, no luck. Even after stopping BITS and Wuausrv it still says access denied.
3) Ran the FixIt from MS, no luck
4) Synced with time.nist.gov for up to date time sync
5) Did a clean boot, just in case, and still have the same issue.

As always, my system specs are listed. Any advice would be greatly appreciated.
 
Tried it out, but so far, no joy. I'm beginning to wonder if perhaps the image I got from MS is somehow corrupted. I downloaded WUD and applied about 95 updates, and I'll be testing out the system today. Hopefully it all goes well, but I'm still open for options should this fail as well. As it is, with the amount of time spent on this I'm taking a hit to the wallet. My customer won't be able to afford the hours I've put in, so I'd like to try to wrap this thing and be done with it, but I just can't seem to get to the bottom of this thing.
I got the MS account to (finally) sync, so that's something, but activation and updates are the more important issue. MS has really dropped the ball on this one, pretty much refusing to support me on it. This is pretty much my last resource before eating the Windows 8.1 license and switching them to what may be an even more flawed OS with 10, and we all know freshly released MS products work about as well as a one legged fat guy in a foot race.
 
On 8(.1) I had that error a lot, that's why I made that batch file to quickly reset the .dlls and services for Windows update.

When you down load Error code 8024402F fix.zip make sure you right click the download, open properties and unblock it.

Then extract it to your desktop or where ever you wish.

After running as admin immediately check for updates.

Sometimes you need to reboot first, then run the batch file, and check for updates.

With Windows 10 I haven't had this problem;)
 
@Cliff S: I appreciate the assistance. I've tried the fix, and it still doesn't work. I've followed all the instructions to a "T" but it just doesn't seem to get things rolling. I half wonder if perhaps it isn't because of my method of achieving internet. Right now I have no regular in-home internet, just USB tethering with my phone. I'm going to try channeling it through a VPN and see if perhaps that helps.

I'm ready to tell MS to shove it and go to Ubuntu.
