I'm having trouble with permissions on Windows 8.1. I'm using an Administrator account but I sometimes need to run programs as admin or they won't function properly (e.g. Chrome can't access bookmarks if not run as admin), start-up programs won't start automatically and I can't even change the desktop background image (it's all black). I sometimes need to enable access to folders or files through properties > security tab. Sometimes the permissions are revoked after a time (I need to enable access again). Some programs can't auto-update because they can't get permission to access certain folders or files.
This all started a couple of months ago. As far as I remember, the only unusual thing that happened before the problems started was when I removed and replaced the motherboard's CMOS battery while cleaning dust from inside the case. After that I had to recover BIOS settings. However, the problems cropped up gradually after that, not all at once.
Changing User Account Control settings does not help.
