Windows 8.1 changes language settings by itself

Hi.

I am from Sweden, so my default language setting (keyboard layout) is Swedish.
For some reason Windows 8.1 changes this setting to English.
I have tried to install and then uninstall the English keyboard layout (so that Swedish is the only one available) but Windows doesn't care if the layout is actually installed or not. Here is a screenshot:

Windows changes this setting on a whim, it seems to happen the most when starting up the computer. I had this problem with Windows 8 as well.

Anyone know how to fix it?

i have the same issue now since the latest update....and even in my settings i have only 2 keyboard languages and oddly when i boot it changes my layout completely..and i have like 5 different languages..
