windows 10 update on surface 3 stuck at 99%

I ran windows update troubleshooter and got 2 errors ..

Windows update component must be repaired and error 0x80070490.

I used all my data limit so it will be helpful if I can upgrade to windows 10 without have to download all over. Also I am a noob , so detailed instructions will be helpful.

You might see if using OPTION THREE below to completely reset Windows Update may be able to help you with this.

It says failed to reset update as bits service fails to stop. What to do now ?

If you like, you could try to manually stop the bits (Background Intelligent Transfer Service) service, and do OPTION THREE again.

It says stopping , when I double click it options for start, stop etc are greyed out .

If Bits won't stop for you, then you could restart the computer and try again in case something may be causing it to hang.
