we do advise people to keep other hard drives disconnected during install because of windows proclivity to place boot files on other disks.
It would not be prudent for those who risk corrupting HDDs (no matter how small the risk) unnecessary, by not doing so. That said i don't know why people want to install an OS on a secondary HDD. What's wrong with the primary one?
In essence, aem, when you install on a different partition, it might as well be another HD or SSD.
