Gosh, I'm really new to this win 8 but does anyone know which catalyst ccc suite I need? or is it even needed any more in this new to me, version? Thanks! :)

Go here omega is the latest driver pack. Do you need it? If you play newer games- yes. If you just watch media and surf and you have now problems with your graphics- no.

Catalyst CCC suite comes with drivers and versions are dependent on driver, GPU and windows version. I doubt that there's much new for that card in newest drivers and if everything is working right no much need to change.
Which driver are you using now ?
BTW. That system of yours deserves much better GPU, no driver can come close to improving performance as a better GPU can.

Could you fine folks please, suggest another upgrade card from newegg in the $100-$200.00 price range that would be good for some, game playing just in case the need comes up? I think I have all my system specs updated. Thanks! :)

I think it would be a pity to go to anything lover than: Asus Radeon R9 270X 4GB DirectCU II Video Card (R9270X-DC2T-4GD5) - PCPartPicker or MSI Radeon R7 260X 2GB Video Card (R7 260X 2GD5 OC) - PCPartPicker counterpart (Asus is a bit overrated, MSI makes just fine cards) and a sacrilege to go under MSI Radeon R7 260X 2GB Video Card (R7 260X 2GD5 OC) - PCPartPicker as the rest of your system can take any GPU (or money) you can throw at it.
In any case, any of those cards will be great improvement. Just a while ago I went from HD 3850 Top ( almost same thing you have now) to R7 260 and difference is quite perceptible to say nothing about Dx 11 support.

You have what AMD calls a "legacy" card -- so you need the "legacy" drivers.

Go to the page in the link, use the pulldowns to select your card, OS, and 32/64 bits -- and you will then get a screen about the legacy drivers: Download Drivers

That GPU is so "legacy" that no drivers can help almost none, only in case he is using ordinary MS drivers amd_catalyst_13.4_legacy_beta_vista_win7_win8, are last, good drivers for it.
