It may your time not synced or correct then.
See if this below may help. Afterwards, try turning the live tile on.
- Open an elevated command prompt.
- Type net start w32time and press Enter
- Type w32tm /resync and press Enter.

Check to make sure that you have the Windows Time service enabled and running, correct time and date set, time zone set, then sync with internet time.

You may need to refresh Windows 8 then.
