Wake From Sleep Issues - Win 8.1

Once and a great while my PC will actually stay asleep, but usually it's always being woken up by what appears to be my USB controller. Need to figure how to stop the premature wakeup!

My BIOS is update date, and all devices have latest drivers. Deal is under the the Hubs in the device manager, they don't have the power management tab, like other USB peripherals do for the controllers.

Like what other hubs you mean ? In Universal Serial Bus Controllers should be under USB Root hubs and USB hubs to allow this device to wake the computer and Allow the computer to turn off this device. Not there must be a driver issue
 
Check again under Human Interface devices, this is how you set only the keyboard to wake the PC ? To me should be able to use both keyboard and mouse. Then had an issue making it sleep after that. I do not use the function myself to know the steps to do it, except setting it in Power options to do so, then there is hibernate to.

Advanced Power Options. Be were else to look.
