Videos/streams are choppy and laggy

sooo streams and videos im watching online are really choppy and laggy, but not videos that i have download to my pc.
Its not the internet because i have fiber optics and 100mbit/s up and down.
It cant be my video card because its not lagging on videos that are on my pc, right?

so what do u guys think?

i already tried that fix where i had to disable one of the flash player plugins but it didnt help :/

Just because you have a fiber optic connection doesn't mean you are getting the speed you are supposed to be getting. Have you run some speed tests from a site like Testmy.net?

Also this test will check your computer's ability to stream audio: Resplendence Software - LatencyMon: suitability checker for real-time audio and other tasks

There are tests to check video streaming ability also.

Is your Chrome Browser up-to-date and is the problem the same with IE ?

May also check device manager, event viewer, and Windows troubleshooter.

If you right click the video in the internet browser, select 'Settings' and disable 'Hardware Acceleration'.
Does this help?

Also, If you close everything using network bandwidth, like browsers and applications with updates going.
If you check the Performance in the Task Manager, are there spikes in the Network Activity?
It could be something doing automatic updates in the background and interfering with your streaming.
