Very annoying. Can only pin certain system programs

Default Programs and Device Manager will allow me to 'pin to start screen' by right clicking them.
But Mouse and Windows Defender do not.

Power Options is just bleeding awkward, in that it will not let me right click and pin to start screen when I am right clickign on the pinned Power Options in the Control Panel taskbar icon, but ti will let me pin to start screen if I right click it from an open 'Control Panel > All Control Panel Items' window.

Why is there so much disconnect between this? They are all desktop-related.
 
It would have to do with how the programs were created. Not all of them are their own separate executable file that could be pinned to the taskbar, but are MSC snap-ins or are possibly even a DLL file that gets run using scvhost or rundll, one of those generic container programs.

Windows Defender is it's own program and can be pinned to the Start Screen. From the Start Screen just start typing 'Defender'. When it appears in the list, right click on it to pin it.

As far as Control Panel functions, they may or may not have their own executable. Most are plugins to the Control Panel and therefore cannot be pinned.

Have you right clicked on the Windows icon in the lower left? Many Control Panel functions are there.
