'User Profile cannot be loaded' Windows 8, Help.

Hi, As by the title you can see that my profile wont work.

I go to turn on my computer and it wont load it will have a black screen and then ill hold the power button and restart it and then after couple times ill get the screen where i can go into safemode etc. Ill try to go into safemode and it will do two things. One it will just go the the screen with a sad face then restart or it will go to the screen where it says User profile cannot be loaded. Iv tried to do every option on the bluescreen where it gives you safemode. I do not have a disk so i can format my computer or anything i dont know how to fix this problem and everyone forum iv read have not yet helped me...

I Can load safemode with Cmd!

How the "System restore" ended ?. Is it failed or completed without error ?. Also you didn't answer my question about install disc.
