Tiles settings menu is missing

Hi there,
i am trying to follow this tutorial for and show Administrative Tools, but have another Settings menu than in this manual. It totally lacks Tiles and has another structure.

Why? And can I enable Adm.Tools in Start menu from cmd or by any other way?
