(Currently running 8.1 Pro with Classic Shell)
In Windows XP, 7, 8.1 and 10 the native controls for changing the appearance of the GUI are limited. Yet, there are all these custom themes that apply complex customizations way above and beyond the ability of the native controls.
My questions are:
1) How is this done?
2) Is there any software package that provides the necessary tools to create and publish complex custom themes for Windows?
