I'm upgrading from Windows 7 Pro to 8 Pro. Question is: After I do the upgrade can I then take the Windows Pro 7 and install it on a second computer running XP? Seems logical but....

Microsoft said:What about upgrading the software? The software covered by this agreement is an upgrade to your existing operating system software, so the upgrade replaces the original software that you are upgrading. You do not retain any rights to the original software after you have upgraded and you may not continue to use it or transfer it in any way. This agreement governs your rights to use the upgrade software and replaces the agreement for the software from which you upgraded. After you complete your upgrade, additional software will be required to playback or record certain types of media, including DVDs.
Can I transfer the software to another computer or user? You may transfer the software to another computer that belongs to you...
...Anytime you transfer the software to a new computer, you must remove the software from the prior computer...
Depending on how generous those offers are, it may be worth going down that route.More to come on Windows 8.1 including new devices and retail offers as we near October 18th!
True, but if the OP hasn't bought the 8.0 Upgrade yet, it may be as cheap just to buy 8.1, depending on what discounts are available, and then they would have more flexibility within the licensing terms. But the upgrade from Windows 8 to Windows 8.1 is free.

The retail/upgrade Windows 8 is not tied, only the OEM version as supplied with a new PC is tied.

Actually, at the moment, you can buy Windows 8 from newegg.com for $99. Upgrade from 8.0 to 8.1 is free. Pricing for the full version of 8.1 is $119. You do the math.

I have a retail upgrade disk of Window 7 Pro. Now that I've upgraded to 8 Pro can I install the 7 on a machine running xp pro?
True - the OP does not state if Windows 8 has been purchased, yet.
No retailer will want to get stuck with Windows 8 licenses though - unless 8.1 turns out to be even less popular
