Stop Non-Admins from Shutting Down/Restarting Computer

Is it possible to remove the shut down and restart options only on certain user accounts that my kids use? I'm using Windows 8.1 Home Edition and therefore don't have access to group policy editor. If someone knows of a way to do this without having to pay to upgrade to Pro, I'm all ears.

There's nothing foolproof to prevent that and may be wasted effort, all they have to do is hold the power button in for more than 6 seconds to full shut down. Pressing it again restarts the computer.
