Start menu icons/shortcuts not refreshing/updating

Within the last month or so, shortcuts on the start menu haven't been refreshing when their respective icons actually change. This only pertains to 3rd party programs and games--not those downloaded from the Microsoft store or included in Windows by default. For example, Steam recently changed the design of their logo. This change was never reflected in the start menu. There are at least several other apps, like the PortableApps launcher, that the same is happening to. I've actually had to go to the entry in appdata and completely remove them and re-add them to get the changes to show. Never had an issue with anything like this until relatively recently, though I can't place one particular event as being definitive. It may have been like this for even longer and I wouldn't have known until a few things updated anyway.

See system spec for details, as everything is up-to-date. Let me know if any other information would help. This is obviously not a dire issue, but an annoying one. It would be nice for software to update icons and have those changes reflected rather than having to add manually.

These fixes don't seem to be relevant to my particular situation. It seems like the above is targeted at actual Microsoft store apps and not regular start menu shortcuts to non-modern apps. Steam, as in my example above, is a traditional program, not a store app and is not refreshing unless I manually delete/re-add the shortcut in C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Steam

Note: I have also already tried restarting the machine as well as restarting Windows Explorer, clearing the icon cache and none of these refresh the changes.
 
Ok. I see. This has to do with RSS feeds for live tiles on the Start Screen such as this forum site supplies. They are either broken, outdated, or not supplied.

I'll research more on how to fix. It should be implemented by the app or the site. In the mean time, WinKey/S > type > rss feed live tile windows 8. It should return sites such as this to learn: Implementing RSS feed in a live tile.
