Speech Recognition language support

Windows 8 Speech Recognition supports 15 languages - English, German, Japanese, etc.
But to my surprise, on my new Windows 8 Japanese version PC, Speech Recognition is supported in only 1 language - Japanese?
What is that about?:think:
Is there any way to activate English Speech Recognition support on Win 8 Japanese?

However, the link seems to just contain general information about Windows multi-lingual support, and not specific to my issue.
I do appreciate MS's committment to multi-lingualism, and I'm a paying user of Office Language Pak.

My specific questions is that on the Windows 8 Japanese product that was bundled with my Panasonic notebook PC, the Windows speech recognition seems to be only 1 language - Japanese, not 15 languages as the documentation says.
My questions:
Is this true? Japanese Windows has only Japanese speech recognition?
Is there any way for me to add English speech recongition?
