I accidentally deleted a whole key of a program and then my desktop turned into this

Screen shot you posted looks like Win 8, not Win 8.1.

As near as I can tell he's already started 3 threads on this issue without actually saying what the issue is? When he's asked to explain he just starts a new thread. Kreskin won't return my calls so we'll just have to wait for the OP to post back with more info.

Run this batch file.

View attachment dism.bat


Download it & right click it & choose Properties & Unblock it & then right click it & choose Run as administrator.
Takes about 2 hours to finish.
Should look similar to this when finished---
