Especially Hardware with moving parts, Hard Drive and fans have more of chance not being your fault unless you were careless, also did not regularly perform maintenance on them and clean them (fans). Any electronics are subject to failure sooner or later, defects or age related.

Almost all the "issues" are one form of PEBKAC or another. If the thread has an exclamation mark, unjustified uppercase or the word "Help" in the title then it is definitely PEBKAC...

I see a lot of it's (insert name of computer manufacturer) fault! Or it's Microsoft's fault!

People changing the default permissions for what ever reason crops up a bit too.

Then there's the "but this program worked just fine in Windows 7 so it can't be the issue?" The list goes on and on.

I see more human error than computer error.

I say both. Depends what kind of problem you're talking about. Do think the majority are due to the person at the keyboard/touchscreen though.
