No permission to change TIME ZONE

Changing the date and time works fine. I just can't change the time zone.

I have tried via the GUI (logged in as my main named user (who I think has admin permissions), as well as when logged in as "Administrator")

I get:
Unable to continue
You do not have permission to perform this task.
Please contact your computer administrator for help

Then I tried the "tzutil" via command line. (The CMD was launched from the run box using CTRL-SHIFT-ENTER for admin mode.)

Solved,

go to C:\Windows\System32\ and open CMD as "Administrator" with pressing right mouse taste and "Run as Administrator".

After this no errors appear if i put your string, and yes, his change my location.

I did exactly as you said, but I still get: "TZUTIL: Insufficient privileges to set the current time zone."

1, Disable UAC (Control Panel > User accounts > Change User account control settings)
2, Reboot your PC
3, Log back in and see if you can change the time zone if you can
4, Enable the UAC and reboot once again (It's important step because lot of Metro apps will not function)

Report us back with results.

Nope, UAC was already at the lowest setting.
 
i'm now at the work, when i'm come back @ home i try to make a sample video for solve your problem.

i've reproduced your error and solved it with the steps already written from me.
 
Try to Enable Build-in administrator i.e. Go to Metro screen and type in CMD, Right click on CMD on the corner of the screen you'll find Advance there click on Run as administrator. There type in
net user administrator /active:yes then log off and you'll find an administrator account. Test there and see if it works.

Here's a video of me doing all those steps. (except that I use a classic start menu)

Wonder if the classic start menu has something to do with this.

I've watched your video, and although you have enabled the built-in administrator account, you haven't actually logged in to it. You need to log off and then log on again, this time in the built-in administrator account.

I've re-enabled METRO start screen, and actually logged in as Administrator this time.

I've noticed there are a few broken items in Win8 8102 DP when one signs in with anything other than a LiveID.

As I never checked Time-Zone settings before I used my LiveID to sign on, I cannot verify if that is the issue.

I don't have multiple logins on Win8 8102 DP and I'm now in Win7 for work purposes but, maybe, someone can verify?
