No ENGLISH language in my Control panel>Languages>add new

I Dont have Englis language in my Control Panel>Languages>Add a Language.
My default computer language is French which i totally cannot understand i dont know how to change it to english as it is'nt there..where to install language pack and how???

Wow! Your language appears to be a mix of Spanish and French and your region is "idioma?" Not even sure where that is but it appears to be a valid selection after Googling. I also see a drop-down menu on your screen that is not available on mine. Where the heck did you purchase this copy of Windows 8 and how did you install it? And where are you from?

open up the language ,scroll down to Latin script ,on the forth line i see English ,double click on that ,i get Regional Variants ,English US and English Canada are listed among others ,this works for me but may not for you
