New 8.1 build currupt windows file

as the title suggests a new build i made for my dad has developed a curruption in one its files i have tried fixing it with the install disc but it didnt work, when i try and get to reset it now it throws up error msg 0xc0000098 and wont sometimes go past the initial start page where you get the options to enter bios start menu ect, i dont know what else to do i have take it to a pc shop as i think this is beyond me to sort out

Knowing the system Specs as well as where You got the install media and how You prepared it goes a long way when others are trying to help.
