Network Adapters slow speed on restart.

I have suddenly had a strange problem occur. Everytime I restart my Windows 8.1 desktop my internet connection speed drops from it's normal 50Meg to around 3Meg when running any speedtest programme. The only way to cure this is to uninstall & re-install my network adapters through device manager. All is ok then until my next reboot & then it all happens again. It is the same on both the Ethernet connection & the wireless adapter. I have tried re-installing drivers etc to no avail. Something strange about my network setup. I have also ran various virus scans but nothing showed up.
This suddenly started last Saturday & I cannot see what could of caused it, haven't installed any new programmes or anything.
Any clues please as it is a nuisance keep reinstalling my network adapters every time I reboot.?
All my other devices are ok including a Windows 8.1 laptop.

If it is with both. Then we need to look at what is the manufacturer & model of the router. Also make sure that you are not using the Microsoft signed drivers, but the Manufacturer's or chipset drivers.

Thanks for the reply, however I have by-passed the router (a Technicolor TG582N) & plugged the Ethernet cable direct into a separate modem creating a connection through Windows. The same thing happens which must rule out the router. Also now noticed the same thing happens if you unplug the Ethernet cable from the router & plug it into another device like a modem or even back into the router without re-booting the pc.
The drivers are genuine manufacturer ones & been updated all to no avail.
As I think I said it only happens on my Win 8.1 desktop, all other devices including a Win 8.1 laptop are ok & don't suffer with this. It just happened without warning last weekend & I cannot think of anything I have done like installing any new programmes.
It only happens on download speed, not upload.

Go the route I went if you have a U.S. based ISP. I went with the Motorola/Arris SB6141 modem. Just changed to the Cisco RV-320 Router (You do not have to, there is the wireless routers that would work fine), and a Engenius ECB-350 Wifi Access Point when I went with Comcast.

I did not want the whole All-In-One gateway after dealing with the crippled way that ATT did with the U-Verse gateways. Having your own equipment. Gives you more flexibility.

I switched from a Trendnet TL-R600VPN Router to the Cisco. Because the Trendnet would drop the lease to my NAS and not renew it after 4 days.

Slight update on this. When this occurs (after re-booting or unplugging the Ethernet cable & plugging it back in) I have now noticed that when I start a large download like a TBB test file that also kicks it back into life, ie full speed, without having to uninstall & re-installing the adapters.
It seems the adapters start in some sort of "sleep" mode after a re-boot or disconnect/reconnect & need a high throughput to "kick" them back into full life/speed. Some sort of setting needs adjusting?

The root of this may be in the bios. When the PC boots there is a "plug and play" process that assigns hardware addresses/resources to all of the devices attached to the motherboard. If this process messes up and causes a conflict between devices on boot you will see problems like this.

I had a problem like yours many moons ago, unfortunately I don't remember what I did to fix it. Also, I am sure that each PC and bios have their own settings and terminology for this. Hopefully this will at least get you started on a fix! One possible thing to try - if the adapters are separate physical devices, plug them into different slots or swap their positions and restart. That may make the process rerun and straighten itself out.

As a temporary fix have you tried sleep or hibernation instead of shutdown? I use sleep and go weeks between shutdowns or restarts. That way you won't have to fiddle with it as often.

Another view on this.
I booted my system into safe mode with networking & the network adapters ran at full speed straight away without having to uninstall & re-install them. This must eliminate an adapter or driver fault.
Something must be causing this during a normal start up.
The question is what? And do you find out what it is?

OK, A final word on this.
I have managed to sort it. It was a programme called "AMD QuickStream" which was installed with the latest AMD graphics card driver/software a couple of weeks back. It's supposed to prioritise internet traffic like streaming but obviously doesn't work very well, just cuts your connection speed.
I have now uninstalled it & now everything is back to normal.

Many thanks for this solution! I have been searching a few days to solve a similar problem to yours, and uninstalling Quickstream did the trick! (Asrock AM1H-ITX).
This isn't limited to Windows 8(.1) only by the way, I also experienced this on Windows 7 (same system, I thought it might be a faulty Windows installation or something at first, so I switched between 7 and 8).

Thank you so much for your posts. I wish I would have found this a week ago. I was having this exact same issue, and tried tons of other stuff. Uninstalling Quick Stream 100% fixed it for me. Now to try to undo all the other stuff I tried...

Maybe you don’t have to uninstall AMD Quick Stream. The slowness is caused by AQS default setting in which Rate Auto Detection is turned on. You can download a later version of AQS from the website:
AMD Quick Stream Technology and install it on you PC.
