It used to be not connected to any email account but when it updated to 8.1 I chose to get an email address for it, so now as a result, the password has to be 8 characters long and I have to use a PIN number , but that's still 4 characters, and I usually use one character password.

So how do I go back to the normal type of user account to use the 1 character password?

Unlike, Windows 8 setup, Windows 8.1 setup doesn’t show an option to create and sign-in with a local account during the installation. The option to sign-in without a Microsoft account doesn’t appear when you reach the Sign-in with Microsoft account screen.

Read about how install Windows 8.1 without a Microsoft account.

I'm unsure about how to change the minimum password strength although it's easy to set up automatic sign in.
