Lock Icons in Clock Area Part of Taskbar

Clicking any icon in the taskbar area near the clock while you have a keyboard that has options, like Japanese or Korean, and then having it switch to English, which doesn't have options, because the Taskbar's language is something else, causes the icon to "move" and then, if it is the last icon, get stuffed into the ^, which is really annoying.

Does anyone know how can I lock my icons so they don't move?
 
Nope.

If I can still click and drag to reorder them, then it doesn't help.

Notice that I don't move my mouse at all. I want to be able to click an icon without worrying about it disappearing.

One way would be to check the Always show all icons and notifications on the taskbar box to see them all.
 
Then I end up with this mess

And volume will still make its way to the left every time I am using an Asian keyboard.
