Solved "Local Users and Groups" missing?

My OS is 64-bit Windows 8.1 Home (see photo) and as far as I know it is working fine except that the "Local Users and Groups" folder is missing when looking in the "Computer Management" window (see photo). It should appear below "shared folders" but it doesn't. Also when I run the command lusrmgr.msc I get the message that "this snap-in cannot be used with this version of Windows" (see photo). As far as I am aware it is a standard version of Windows 8.1 Home, which I installed myself in June 2017 from an official Windows 8.1 CD, legal and fully licensed which receives Windows updates.
Does anyone know how I get the "Local Users and Groups" folder to appear in my "Computer Management" window?

I think that this is one of those "not in this version" error messages, lusrmgr.msc is classed as an advanced tool and therefore it is not installed (or not activated), in the Home version. There are a few of these anomalies, such as GPEdit and the only way I know of to "correct them" is to upgrade to the Pro or Enterprise version.

Some work can be done with the add user dialogue but this is only basic stuff. Also Unlike the lack of GPEdit there is not a way to achieve changes with direct Registry editing

Thanks for your reply. I must correct myself. I said my windows version was "Windows 8.1 Home" but when I look on my Windows installation CD it states "Windows 8.1 Full version". This is not very specific I know but it does not say "Home" or any other version identifier. It is obviously not Pro version though as I do not have gpedit command. As you say I may just have to accept not having the "Local Users and Groups" folder because I do not want to upgrade to the Pro version (in fact I do think it is possible anyway nowadays). The way MS have been going with naming the base level is just branded as Windows 8.1 and only the higher ones are specified, although they have a new way in 10 you have Windows 10 (which is Home as was), and also there is Windows 10 Single Language which has even more limitations There is also a Windows 10S which is better than Windows 10 But not as Feature Rich as Windows 10 Pro
