Keep getting pesty swipe notes - how to get rid of them

I keep getting these swipe notes (see picture). I have not yet figured out how to get rid of them. Any ideas?

Drove me nuts too. In Control Panel Mouse => Device Settings tab => Settings button there's a checkbox Enable Swipe. I unchecked it. I still have
some hair left.
