admittedly have zero exposure to IE8 and am very confused about a lot of things. But when I go to Explorer from the Start tiles, I see no tabbed browsing, or even a search bar. Can somebody help a rookie out?

You could move your cursor to the top right corner and click Search or the Address bar also can be used for searching, start typing in the address bar for your search. There's no tabbed browsing.

IE10 in both the Modern and Legacy UI has tabbed browsing and search. In the Modern UI, search is integrated into the address bar. You can access tabs with Windows+Z or by right clicking on white space in the browser.

to get tabs, with touch, you swipe downward from the top edge of the screen or swipe upward from the bottom edge of the screen.

to get to tabs with the mouse, you right-click.

to search, you can use the search in the charms bar (just like searching with the Wikipedia app, or any other app).

or you can search via the address bar in IE10 since it's a combo bar (like with Chrome).
